- The U.S. Congressional Serial Set consists of the all the Reports, Documents and Journals of the U.S. Senate and House of Representatives from the 15th Congress (1817) through the 96th (1980), including some post-1816 content published in the American State Papers (a retrospective collection of materials originating from 1789 through 1838 but published in the second quarter of the 19th century). During much of the 19th century, especially in the pre-Civil War era, the Serial Set also included key Executive Department publications that were published only or primarily in the U.S. Congressional Serial Set. The Serial Set constitutes a rich collection of primary source material on all aspects of American history, including approximately 52,000 maps.

- The American State Papers include approximately 6280 numbered publications, largely Congressional but also Executive Department materials, covering the areas of foreign relations, Indian affairs, finance, commerce and navigation, military affairs, naval affairs, the post-office department, public lands, and claims. Unlike the U.S. Congressional Serial Set, the publications in the American State Papers are not divided into reports and documents and do not include House and Senate journals. Approximately two-thirds of the publications cover the first 14 Congresses (1789-1817), whereas the remaining third chronologically overlap with the Serial Set from 1817-1838.

- Shelved on Index Table 5F in Main Ref. Divided by Congresses, e.g., 51st-54th Congresses. Entries give volume nos. needed to find materials on the Second Floor in the Serial Set. In addition to the Subject Index volumes, there are Finding List volumes for each set of Congresses. When you know the report or document nos., e.g., H.Rep. 2731 (51-1), the finding list will tell you it is in volume 2814. The call no. then would be J84 2814. To find Serial Set volume nos. when you have the report or document no. for 1969-1976, consult the Numerical Lists and Schedule of Volumes, J84 GP 3.7/2 v.88-94, shelved on Index Table 5F in Main Ref. For twentieth century reports and documents, it is fairly easy to find them by scanning the volumes of the Serial Set for the Congress involved. See Congressional Indexes (1789-1972) below for online version.

CRS does not provide direct public access to its reports, requiring citizens to request them from their Member of Congress. This site provides searchable access to thousands of full-text CRS reports that have been made available at Web sites since 1990.
