Libraries' Furlough Page

For FY2010, all UGA employees subject to furlough are required to take six (6) furlough days before June 30, 2010. This is a University System of Georgia requirement. Please note that the days designated as furlough days were chosen in order to ensure minimal impact to the University of Georgia’s instructional activities.

Currently, the Libraries has made the decision to close on all of the furlough days with the probable exception of the April 30, 2010 Reading Day. However, this decision is subject to change based on semester schedules and student instructional needs.

Designated Furlough Days

  • December 24, 2009
  • January 4, 2010
  • March 8, 2010
  • April 30, 2010

Employees NOT Subject to Furlough

  • Only employees whose annual salary is less than $23,660.00 will NOT be subject to furlough. Department Heads/Supervisors will make every effort to ensure that the pay of these individuals will not be reduced as a result of the furlough days.

  • Employees may choose to take voluntary annual leave on the furlough days – or –

  • Employees, not subject to furlough, are STRONGLY encouraged to make up their time for the furlough day before the actual day of the furlough. Depending on where the furlough day falls in the pay period and when the payroll is due, employees may not be allowed to use the entire month in which the furlough day falls to make up time (i.e. - employees may not use November 28, November 29 or November 30 to make time for the November 25 furlough day). Employees, in consultation with their department head/supervisor, should discuss and schedule their work hours accordingly.

    • Time made up in this manner will be classified as Compensatory Time and additional steps/notations will be required when completing timesheets. Please refer to http://www.busfin.uga.edu/furloughs/resch_furlough.html for instructions on how to accurately record Compensatory Time earned and used on the timesheet. Supervisors have ultimate responsibility to ensure that Compensatory Time earned, recorded and used is reviewed, detailed properly on the timesheet, and turned in on time and without error. This information is subject to audit.

    • Compensatory Time guidelines indicate that hours of actual worked time over 40.0 hours per work week will be accrued at the time and half (1.5) rate. This means employees who work 5.3 hours over 40.0 of actual worked time will earn 8.0 hours of Compensatory Time to use for furlough day credit. NOTE: any annual or sick leave hours taken in the pay week in which the Compensatory Time is worked will negate the time and half rate.

    • Compensatory time must be earned before the date of use.

  • A combination of annual leave hours and made-up time may also be used to meet the rescheduling needs of the employee.

  • Sick leave may not be used in lieu of annual leave for a furlough day.

  • Employees paid on a salaried bi-weekly basis will record furlough hours in the miscellaneous column of their respective timesheets.

Employees Subject to Furlough

  • All employees subject to furlough must observe the designated furlough days regardless of work schedules.

  • Retiree/rehires and personnel currently on reduced work schedules, providing their annualized salary is greater than $23,660.00, will be subject to furlough.

  • Employees paid on a monthly basis will have 8 hours of furlough time automatically deducted from their check with each of the furlough days.

  • Rescheduling of work hours may be necessary for employees who do not work a typical Monday – Friday, 8:00 a.m. until 5:00 p.m. schedule.

    • For example, an employee who normally works four - 10 hours days a week must not report to work on the day of the week the furlough day is scheduled. As the employee’s pay will be reduced by 8 hours, not the 10 missed hours, the employee and supervisor must schedule two hours of additional work time in the week of the furlough. Conversely, should a designated furlough day fall on a day the employee usually does not work, the employee and supervisor should schedule one eight-hour block or two four-hour blocks of furlough leave during the week of the designated university furlough day to make up for the missed furlough day.

  • A furlough-based reduction in the pay of a monthly paid employee who is otherwise exempt from the wage and hour requirements of FLSA will cause such an employee to become a non-exempt employee for the work week in which the furlough occurs. This means that an exempt employee, who regularly does not keep a “time sheet”, must keep a record of hours worked just for the week in which the furlough is taken. Furlough weekly timesheets for monthly paid employees can be found below.

    • These sheets should be completed by the employee, reviewed and signed by the supervisor and submitted to Betty Mayweather no later than the actual day of the respective furlough date.

    • Libraries’ faculty will not be required to complete timesheets for the furlough times.

  1. Q: Can compensatory time taken to make up time for a furlough day be taken after the furlough day?
    A: No, compensatory time must be earned in advance of the furlough day.

  2. Q: Can I volunteer to take a furlough day even if I’m not subject to furlough?
    A: No.

  3. Q: Should retiree/rehires subject to furlough adjust their work schedule to accomodate the furlough hours?
    A: Yes, retiree/rehires subject to furlough should decrease their work time during the week containing the furlough day. Work time should be reduced the equivalant of the retiree/rehire's EFT as based on an 8-hour workday. For example, a retiree/rehire working 48% time should reduce his/her time by 3.8 hours for the furlough week. In this example the retiree/rehire would only work 15.4 hours rather than their normal 19.2 hours.

  4. Q: For those subject to furlough, how is a furlough day designated on a salaried biweekly time sheet?
    A: Leave the furlough day blank/zero in the Worked column of the time sheet.

  5. Q:Would comp time be negated by a holiday within the pay period, as it is by annual or sick leave, or is it possible to earn comp time during, for instance, the pay period that includes the Thanksgiving holidays?
    A:Yes, just like annual and sick leave hours, time taken for a holiday in the pay week in which the Compensatory Time is worked will negate the time and half rate.
